Active participation in Consortium activities by all members
of the Consortium is necessary if the organization is to maintain
its vitality and achieve its objectives. The Consortium Board and
executive officers will actively promote the participation of member
organizations in Consortium activities. The Director shall maintain
a record of participation by Consortium members in Consortium activities
and shall provide an annual report of member activity to the Board
of Directors.

Member organizations that fail to meet minimum levels of activity
specified below, shall be classified as inactive, and those organizations
shall be subject to expulsion.
Space Grant Colleges (Universities):
- The host institution shall provide a director at an appointment
level of, at least, 0.25 FTE with appropriate office space,
secretarial and other necessary support. The host institution
will make an annual contribution to the Consortium of,
at least, $70,000.
- Each space grant college will provide an associate director
at an appointment level of, at least, 0.25 FTE, an institutional
representative with appropriate release time and commensurate
secretarial support staff plus office space, office supplies,
and other support necessary to maintain an office on campus.
In addition, Space Grant Colleges, other than the host
institution, will make an annual contribution to the Consortium
of, at least, $50,000 to be used for program implementation
purposes.
- These institutions must actively participate in meetings
of the Consortium, the Board of Directors, and other activities
of the Consortium.
Other Institutions of Higher Education:
- To maintain Consortium member
status, each institution must appoint an institutional
representative who will annually
discharge the requisite institutional representation in,
at least, one Consortium meeting or other official Consortium
activity. The institutional representative will be given
appropriate release time to allow discharge of the institution's
duties to the Consortium, which will include participation
in the preparation of the Consortium's Annual Report.
- The institutional representative
will participate in preparation of the Consortium's
Annual Report.
- Other institutions of higher education will pay an annual
membership fee of, at least, $1,000.
Industrial (For-Profit) Institutions:
- Each industrial institution
will appoint an individual who will be responsible for
representation of the organization's
intent at a minimum of one Consortium meeting or other
official Consortium activity each year.
- The representative will participate
in preparation of the Consortium's Annual Report.
- Each industrial institution
shall be assessed an annual membership fee of $1,000.
Industrial institutions are encouraged
to make additional contributions of cash or "in kind" each
year. Example of "in kind" contributions include
research grants or contracts, scholarships, fellowships,
equipment, software, faculty loan, etc.
Non-Profit Institutions:
- The institution will appoint
a representative who will be responsible for the institution's participation
in organized Consortium activities with the annual minimum
of, at least, one meeting and will assist in preparation
of the Consortium's Annual Report.
- The membership fee will be $1,000 per year.
Government Agencies:
- The agency will appoint a
representative who will participate in preparation of
the Consortium's Annual Report and
who will participate to the extent of, at least, four person-days
per year in Consortium activities.
