The Board of Directors of the Consortium
will proactively encourage the participation of member organizations
in Consortium activities. The Program Office shall regularly
monitor the participation of members and actively encourage participation

with particular attention to those that are marginally active.

- Six weeks prior to the annual
meeting of the Consortium, the Director shall compile a list
of members who do not meet the requirements for continuation
of membership.
- The Chair of the Board of Directors
shall contact the institutional representative and the chief
administrator of each such member, in writing. They shall be
notified that their organization has not met the requirements
for continuation of membership and that their organization
is subject to being removed from membership in the Consortium
at the next meeting of the Board of Directors.
- After notification, each organization
shall be given an opportunity at the next meeting of the Board
of Directors to show cause why they should not be removed from
membership in the Consortium.
- The Board of Directors shall
consider any evidence presented and shall determine whether
or not a member shall be continued as a member of the Consortium.
Members that fail to respond will automatically be removed
form membership in the Consortium. Other members may be removed
from membership in the Consortium if it is believed to be in
the best interests of the Consortium.

Membership decisions of the Board
may not be appealed. Members who have been removed from membership
in the Consortium may re-apply sixty days before any subsequent
meeting of the Board of Directors.
